Not long ago, I was just channel surfing and came upon local tv doing a "FilmArt" film festival and then saw an amazing anime movie that caught my attention titled "Spriggan". What interested me was a character named "Jean", who's voice was done by the same person who does zechs aka Milliardo Peacecraft and how he looked like. He strongly reminds me of someone and you'll see the similarities too. I'm not telling who it is. Just see the pic of the movie here and see for yourself, he's right there in a small pic at the top.
